California lawmakers reach deal on data-center power
California lawmakers on Friday reached a compromise on legislation that would require the Public Utilities Commission to set special electricity rates for data centers and assign more grid-upgrade costs to those facilities. The bills follow community anger over household bills and were opposed by groups representing Google, Meta, Amazon, Anthropic, and OpenAI.
Clusters can still get built in California; the state is trying to stop household rates from paying for the wires.

SoftBank seeks another 10 billion dollars for OpenAI stake
Reports say SoftBank Group is seeking a 10 billion dollar two-year loan, with Mizuho as lead arranger, to refinance debt used for its OpenAI investment. Mint, citing Bloomberg, said the company is slated to put about 65 billion dollars into OpenAI by October and that bank commitments are due 31 August.
Frontier labs are still being financed with stacked loans, not just operating cash.

Debian votes to allow responsible use of generative AI
Debian published results of its general resolution on large language models. The winner was Choice 5, Responsible Use of Generative AI, which says the project neither endorses nor prohibits generative AI tools and that contributors remain responsible for what they submit. Proposals to ban LLM contributions via the Social Contract or Code of Conduct failed to beat none of the above.
A major free-software project refused both a lab-style AI mandate and a total ban.

Nvidia sells full racks as GPU rivals close in
TechCrunch reported that after this week's earnings, Nvidia is pitching Vera Rubin systems that pair the GPU with a Vera CPU, storage, and networking, including a Groq 3 LPX inference accelerator. Nvidia vice president Jason Hardy said the Vera CPU is meant to move data to the GPU without bottlenecks as memory pools grow.
Cluster lock-in is shifting from the GPU itself to the rack around it.
