Issue 76: Anthropic Leases First Canadian Data Center in Nova Scotia

Anthropic signed a lease of at least 20 years on Friday for the first 95-megawatt phase of a data center that EverWind will build at Point Tupper, Nova Scotia, its first such deal in Canada. The same day, China's commerce and science ministries proposed export licenses for the weights and source code of the largest AI models, while exempting anything already released as open source. Reflection put the weights for its 501-billion-parameter Beam model on Hugging Face under an Apache 2.0 license, and San Francisco's mayor signed a 45-day pause on new data centers.

Anthropic chose a Cape Breton industrial park for its first Canadian compute, signing for two decades before the wind farms that are supposed to power it exist. In Beijing, two ministries wrote down the size at which a model's weights become a controlled export, and in San Francisco the mayor stopped approving server halls until planners can count them. Reflection, meanwhile, handed the public a 501-billion-parameter model with no strings attached. Open weights are still arriving; the question is now who keeps the right to publish them.

Anthropic leases its first Canadian data center from EverWind in Nova Scotia

Anthropic signed a lease of at least 20 years for the first 95-megawatt phase of a data center campus that EverWind Fuels will build and own at Point Tupper, Nova Scotia, due online by the end of 2027. EverWind says it is raising $8 billion for the campus and $2 billion for four wind farms, with a 325-megawatt second phase targeted for 2028.
-- A 420-megawatt campus would equal about one seventh of Nova Scotia's current generating capacity, and the wind farms meant to feed it will not be ready when it opens. Anthropic and EverWind say they will pay for any grid upgrades, which is the promise ratepayers in every data-center town now ask for in writing.

China proposes export licenses for the weights of its largest AI models

China's Ministry of Commerce and Ministry of Science and Technology published a draft on October 16 adding 40 technologies to the national export-control catalog, 23 of them in AI, including large models, agents and computing clusters. According to the draft, weights and source code would need a license once a model reaches 2 trillion parameters, 10^26 operations of training compute or a global top-ten ranking, while technology already published as open source is exempt.
-- Many of the open models people run at home come from Chinese labs, and Beijing now has a formal way to stop the next one at the border. The draft keeps open-source releases on an automatic license, so the desk keeps today's weights, but tomorrow's depend on a ministry. Public comments close November 15.

Reflection releases its 501-billion-parameter Beam model with open weights

Reflection, a new US lab, published the weights for Beam on Hugging Face on October 16 under an Apache 2.0 license, eleven days after it announced the model and held the files back for red-team testing. Beam is a mixture-of-experts model that uses 23 billion parameters per token, reads up to 1 million tokens of context and is built for coding and agent work.
-- Apache 2.0 lets any company download, modify and run Beam without paying a per-token meter or asking permission. The catch is size: even the 4-bit checkpoint is about 280 GB, so for now it belongs to firms that own a GPU server rather than to a single desk.

San Francisco mayor signs 45-day pause on new data centers

Mayor Daniel Lurie on Friday signed a moratorium written by Supervisor Shamann Walton that halts approvals for new and expanded data centers citywide for 45 days. The Board of Supervisors passed it unanimously last week, and the Planning Department must now study the facilities' effects on energy, water and air and propose controls.
-- The city that hosts the leading AI labs has decided it does not yet know how many data centers it has or what they cost its residents. Lurie tied the pause to keeping electricity rates low, the household argument that now runs through data-center fights in other states.

Anthropic's Nova Scotia lease adds another long-term central campus, and Beijing's draft rule gives governments a new lever over who may hold frontier weights. Against that, Reflection shipped a large model anyone may download and modify, and San Francisco paused new data centers to study their effect on power bills. The score holds at 84.

CHIP / CAPEX
..
94 central Anthropic will lease 95 MW at Point Tupper from late 2027, with EverWind planning a 325 MW second phase in 2028. China's draft export list also covers AI chip designs and computing clusters, and Reflection says Beam's 4-bit checkpoint still needs about 280 GB of Blackwell GPU memory to serve.
ENERGY
..
99 central EverWind says the Point Tupper campus will draw first on Nova Scotia's existing grid, which has close to 3,000 MW of generating capacity, before its own wind farms are built. San Francisco's 45-day moratorium asks planners to study data-center effects on electricity rates, water and air.
EFFICIENCY
..
66 mixed Beam runs about 23 billion of its 501 billion parameters per token, so it computes like a much smaller model, but all of its experts must stay in memory. Hugging Face lists four B200 GPUs or eight RTX Pro 6000 cards as practical hosts, which is a small server room rather than a desk.
